Am I reading too much into this or is this an indication that they will soon introduce pay to play updates?

You are probably reading too much into it.
They used the same term (or at least the same meaning) about the Shadow of the Mad King content.

Nah I think they are just stating its free content, where is Rift has a new paid expansion, and WoW came out with their new expansion. I think it’s more of a PR thing.

I think mini expansions will be free but anything bigger I would expect to have to pay for. They cant support and develope the game on fresh air.

They’ve said all along there will be a series of free content patches and later there will be a paid full size expansion, just as for GW1.
