Not understanding transfer rates

So, back in the day, server populations were evaluated, and divided into different tiers (medium, high, very high, etc.) and the transfer rates were tiered along with them. There was an announcement saying that this was to prevent players jumping around to “winning” servers during tournaments, and to even out the distribution of the population. At least, we were offered opportunities to take advantage of free transfer periods, which was cool.
Then, the megaserver.
We were all forced into this mixing bowl, which was cool, but as you come across new people, and make new friends, you run into the issue of not being able to WvW together, which is a pretty fun activity, especially when your group is larger than 5 people. This would be a good time to give people a little more freedom regarding server transfers, right? To get some love for the megaservers?
I guess not. EVERY server has a “very high” population (relative to what, exactly?) and costs a pretty obnoxious 1,800 gems to transfer to. Meanwhile, the game is going on sale for half-off to new players. There are tons of current players that have been supporters of this game since launch. Where’s our break? Where are these rates coming from? Just love me back, dad! – I mean.. ANet.
But seriously, if anybody can shed some light on this for me so I can pass some kind of reason onto my guildies, that’d be really cool.
