I’ve been going to Iron Marches multiple times across multiple days to see if Champion Drakin Cinderspire has spawned and have not seen him once. If I recall correctly, he used to spawn based on a timer. Now, you’d need to be lucky to find him. I can’t complete the Wild Abandon achievement without him. I’ve been doing the “Prevent the Flame Legion from capturing Invictus Castrum” event multiple times hoping it would lead to him spawning.

I just stayed where the embers where and kept killing them, after about 15 minutes he spawned. Looks like he spawns maybe in 20 minute intervals once they reset. I actually was curious when he spawned too and found this on a google result, what an interesting coincidence.

I haven’t been able to get a popular non HOT world boss kill since my return, sadly it’s a timezone issue mainly. All I know is way back there would be massive groups every spawn. Teq seems to be the only one you see in LFG but whenever you join there’s never enough.
