Offer a gem option, that way people can grind for elite specs. Here are some pricing suggestions.

Unlock 1 Elite Spec 2000 gems. That’s exactly half of what HoT Costs.
Does not unlock HoT area, no Hang Gliders, just elite spec for one class.

This would be great for people who wont buy HoT because they only PvP.
Also Great for People who Only Play One Class. Those who buy hot still get their money’s worth. 25 bucks for one elite spec.

While I get the sentiment for why you’d be asking for this, I doubt this will get added or would go well.

The moment arenanet add elite specs for gems, people will total the cost and freakout about how much more expensive it is to get them via gems compared to buying HoT.

Example:
1 Elite spec costs 800 gems.
Total cost for all 9 elite specs would be 7200 gems = 90 $(EURO or w/e)

That is without any HoT content getting unlocked. People would run up the walls and freakout over such price gouging (not even going to do the math with 2k gems, that’s absurd). No one will go:“Oh cool I can now get the one spec I want for insane amounts of gems.”

The reaction would be more along the lines of:“You are so greedy. You suck. Wah wah wah.” (and rightfully so).

I don’t think that would be worth it.
You’d might as well just buy the expansion. Even if you have no interest in exploring the new areas or completing the story, there are still things that would benefit you.

With that aside, please no pay to win features. That goes against the marketing theme of the gem store, and ruins incentive to buy expansion packs.

My advice to those “I only play PvP because I think the game is stupid” or what have you.
Think of it this way. You don’t want to pay $49.99 because you only want the elite spec.
If you’re a veteran player, you paid $59.99 for guild wars 2 only to play PvP. It is the same principle.
Disclaimer: For the F2P users, you’re missing out just go ahead and buy it.

There are a couple of reasons why ANet isn’t likely to offer features from the expansion in the gemshop:

  • Loss of revenue: if people can pay gems for features, they aren’t paying RL cash (and yes, it’s still fewer dollars, even though all gems traded on the exchange were first bought with cash).
  • Implementation cost: right now, you either have the expansion or you don’t. With an option to buy some features, ANet would have to go back into the underlying mechanics and find a way to unlock each individually, without mucking up anything else that depends on it.
  • Customer service nightmare: similarly, support becomes much more difficult, since staff have to be become intimately familiar with the unlocks. Plus, what happens when someone buys all 9 elites and then wants to upgrade — should they get a discount? How should it be applied?
  • Public relations nightmare: this would give the impression of pay-to-win (whether true or not) and create all sorts of complications in terms of veterans who bought HoT, but only wanted the elites for PvP or WvW. Or with those who don’t like Magus Falls, but love the new specs.

I would suggest to earn one elite spec on free to play or play for free accounts.
I would suggest to earn two elite specs on normal bought version.

With new achivement meta.

- to unlock warhorn 5.000 badges of honor

- to unlock shouts 3.000.000 of karma

Advice: don’t split it to each trait in traitline or to each skill in weapon or to each shout in utilities. Its just boring and mind wrecking. Even if you do it thematicaly correct its too much to embrance it. Its too much of you time work to sacrifice. Imo its lesson from complaints about late traitsystem and trait earning. I just remind.

There is another case that I would add my thoughs:
its mastery system.

You introduced it to core with gliding and commander line.

My suggestion is to make third tab in mastery system only for free to play / play for free and for those who bought core game.

Call that tab:
Core Manual Actions:

- gliding- require 10 mastery points from central tyria for normal players, 15 for free to play / play to free
- commander- require 10 mastery points from central tyria for normal players, 15 for free to play / play for free

Advice: as you noticed there is question what happens if any of those will buy hot and they will need to deal with those points invested in para-masteries? Reset, refund obviously.

They just need to go back to basics for PvP and put everyone on a level playing field. Elite specs/runes/sigils all auto unlocked only in HoTM.

That way these complaints stop.
