Q:
If we no longer have a piece of armor from a particular set on any character but have used it in the past (i.e. fervid censer, ascended weapons/armor we skinned over, etc.), will they be included in our unlocked skins in our wardrobe?
I lost my fervid censer skin accidentally when making it ascended in the forge, and would really love to have it back. Since I unlocked it during an event, will the event back piece skins be unlocked?
Also, if I used to have a set of gem store armor but no longer have any of those skins, will that set be unlocked?

You have to have the skin in some recoverable form (as in if you used a transmutation splitter now, you could get the skin back) or at least 1 piece of a set (gem store set) in order for it to be unlocked. 1 exception is mystic forged items, which unlock all items in their chain.
If I could recover that skin, I would have already. It was done in upgrading it through the forge. Also, that statement is inconsistent with their previous ones. I really need a specific clarification on the event item skins.
The game system up until the feature patch has not been tracking what skins you’ve owned, which is why you need the skin in your possession, or an item transmuted directly over the skin’s stats, to get the skin in your wardrobe – the game otherwise has no evidence of you owning that item.
While it’s feasible for ANet to have written a script to evaluate which achievement-related skins we should unlock, they haven’t mentioned doing anything of the sort.
‘Please note that skins or partials skins that you previously purchased but which you no longer possess will not be unlocked on your account. The Guild Wars 2 Support Team cannot unlock skins that fall into this category.’
If they won’t replace previously possessed purchased skins, I am pretty sure they won’t replace earned ones.
