OMG YES! Funny thing is i was actually contemplating making a similar suggestion
Anet most definitely should try and build systems for user generated content, especially when it comes to dungeons.
There will need to be certain restrictions to do with rewards so that players can’t game the system but having control over layouts, types of enemies you face even down to boss mechanics (out of pre-existing lists ofc) would be awesome! It should also come with a ratings system so that the players can rate the creation.
Oh and yes this can work in an MMO. Forms user generated content already exists in MMOs.
man.. If they will give us a simple enough editor that would let us make our own fractals and shere them… that would be enough to keep me in game all the time.

Even with no rewards in it – to prevent abuse. (players making farm fractals)
But I think they should allow 1 boss chest per fractal, maybe limit it for 1 per day per account for custom fractal?
The best rated custom fractals (visited be the devs first) could be added to the fractals pool. And what we would get? The fractals like they suppose to be from start!
When anet added fractals to the game I though there will be many many of them, you will never know what will you get. Random dungeons yes! But we dont get many of them, only few, and only 3 new added after a year? Fractals disappoint me.
With players made fractals, and the best being added to main pool every week, we would get amazing game.
Also this editor could be used for housing and guild halls..

Reminds me of the Mission Architect in City of Heroes/Villains… Now that was fun to use and play with. Some really great stories and player-made missions came out of that…
But… there were a /LOT/ more not so good missions too… In order to find the decent ones, you had to often search though (no exaggeration here…) /thousands/ of pages of missions, a large majority of which were nothing but loot and exp farms. It got so bad, the Devs were nerfing rewards into the ground… Not because they really wanted to, but because they had no other choice.
Don’t get me wrong… I would /love/ to see a way for player-created content to be made, and the Fractals of the Mists is (in my opinion) a good opening for that. But unless they can find a way to balance the risk vs rewards for that kind of thing (if, indeed it can be found) then I’m not holding my breath for it.

Well they could very easily make a system where the dungeons created would be tested by the players. A player testing a dungeons would get a fixed reward, only the first time they run it and only if they agree to rate the dungeon. Top rated dungeons would then be reviewed by Anet and the devs would just have to allocate loot to them.
This way players would have incentives to try everything and only the best quality content would be worth replaying. It’s a win for everybody

About the reward problem that people have been talking about, I think there might be a simple enough solution to that.
I came across it while playing Dungeons and Dragons (pen and paper RPG). There was a website that had a database for the mobs and items in the game.
You could go to their treasure calculator, choose the number of players and player level the instance would host, as well as the number of mobs present. Then, that little calculator would give you a difficulty level for your created instance and auto generate a loot threshold based on that.
That’s it. No player interference. Just a database. The website is mentioned in a thread I created that covers many other topics, in case you are curious.
