If i wanted to open another account, how would i do it? Would I have to purchase another game and do a fresh install with a different email or purchase the game and create a new account using authentication that comes with 2nd copy purchase?

You need to purchase once again and register it like you did with the first one.

Yes.

Just make sure you have different email and password when creating new account. Use the new authentication. And you should be able to use the already present install on your PC.

When I purchased 2 accounts pre-release, I had to go through NCSoft support. I am assuming that would not be the case anymore.
