So, if I understand this correctly, you want to be able to hide your character’s leggings like you can helms/shoulders/gloves. Is that correct?
No… they want to hide butt capes like the horrible t3 norn ones that clip with every weapon you can equip

As a human engi main I feel there are not enough butt capes and I feel left out! Take my trenchcoat please and give me one of your buttcapes!
Some people like the flowing cloaks, trench coats, and over skirts. That’s fine. Instead of an on/off checkbox….
I’d like some straight up pants please, especially for light. You can find a few in medium and heavy… sorta. But more please! Variety is the spice of life anet. Give me some pants to hunt!
And some decent short skirts. No more of these knee and thigh high stockings. What am I? A cancan dancer? No thank you! Just the skirt please. (Cmon 1k kurzick or shing jea! [ele])
Oh, and some decent heels. What’s up with all the chunky shoes? Admittedly Abby’s bulky armor boots are cute with the right look, but not what some of us are going for. Need some sexy streamlined heels please. My mesmer thanks you in advance!

This x1 million. The “butt capes” are the only leggings that I actually like (for heavy armor). For heavy characters that want them, there’s only 3 of them in the game to begin with (Arah, HotW, and Draconic) – 4 if you count culturals (Norn, Sylvari, and Human) and 5 if you count Braham’s, which is more of a coat.
If you want to see your character’s kitten , there are indeed many other options.

Wearing a blouse or shirt instead of a trench coat in not exactly crumpling the bounds of decency as we know them. They put a lot of effort into the patterns on the medium armor pants, and for the most part it’s wasted effort.
My suggestion made months ago was add a checkbox to the Coat slot as seen with Helmets, Shoulders, & Gloves. Only this check box doesn’t remove the coat entirely, it just turns off the below-the-belt elements on those pieces where there’s a clear cut-off point.

That one is really bad .. since it gives you such an enormous butt.
Phoenix armor also goes a little in that direction so that i relaced the legs at some point with feathered armor.

This is the main reason both my warrior and guardian use Armageddon skins for pants. I feel like half the heavy’s leggings go out to next week.
The main butt cape I dislike is the HotW heavy male. Not because I dislike butt capes, but because this particular one has a split right up the back that makes human characters look like they have no butt at all. All you see is air then torso.
Also, quite a few heavy armors…mainly that one (HotW) make it seem like humans have a stick figures below the waist. Chest is well proportioned, waist to knee is not.
Sylvari have a different issue. That (HotW) armor at the waist kind of sticks out and then expands wide a lil. Many armors for Sylvari do that at the waist, poke out and the chest armor doesn’t line up. Every other race those pieces line up, clipping not withstanding. Added: Sylvari (heavy mostly) chest armor in general is weirdly proportioned except for 3 armors. Inquest male heavy chest on Sylvari is an example of how I would like all the armors to fit.
Back to buttcapes. I am usually a fan of butt capes/capes in general/cloaks/robes. The very few here aren’t bad at all. I would like more to be honest.
Do I think Anet should waste time on adding a toggle for just that piece? No and Yes.
No, because I’d rather have them working on other things…
Yes, if they were to give this treatment to more than just what this thread suggest. I wish every piece of armor had layered toggles. Just like I wish every piece of every armor could be dyed individually.
After nearly 2 years let’s all admit once and for all that :
-Anet can’t design a male medium armor top that doesn’t extend below the waste
-Anet has trouble rendering a skirt that doesn’t seem off by giving disproportionate hips/butt to the wearer. But still won’t design more than one simple pants for light armor.
Yes a ticking option would be perfect, so people that get shocked by the slightest inch of skin have a not so skimpy option (but they’ll still complain that those around them are too skimpy). But it won’t happen. Ever.

The OP asked for an option to hide a certain aspect of the leggings from the game, not to remove it from the game or make the leggings invisible. A lot of shoulder and helm pieces look silly and they gave us the option to not bother with them.
If you’re trying to refer to me, I’m saying that the leggings would look better without them. The obvious compromise for me is to agree with OP’s suggestion in which people that like it can keep it, and people that don’t can choose another look. Opinions are inherently centered around the self. Sorry if you can’t respect that.
As for alternatives, I’m hardly satisfied with most of them. My necromancer would just like a nice set of pants, not some revealing skirt that flashes people when jumping or some cheap looking level 79 skin or a butt cape that will be tripped over. Then again light and heavy classes should pity the medium classes, since medium classes females have like three choices that aren’t trenchcoats… I’d shell out money for the T3 one if it weren’t so revealing in a silly fashion, but alas. I want something that makes my character look like they can be taken seriously in battle.
Anyhow, the current variety of clothing isn’t too good, even if we’re willing to shell out gold for it.
