Outfits more than 1
Wallets might complain. If they release three at once, people will choose to buy just one, perhaps. At which point overall sales for each outfit go down. They’re probably spacing them out to keep people willing to buy each as it arrives.
Be patient. It’s obvious that outfits will continue to roll out.
Part of why it’s easier to make outfits than armor is because they don’t make a set for each weight. It’s doable, but I’m not sure it would sell three times as well as the single set per theme.
People already feel like they’re bombarded with new outfits, so I think making three of each theme might be a little much. They’d probably rotate the store more frequently, too, since they don’t seem to like having everything in the store at once.
Since you can wear outfits on each armor weight, I’m not sure what good making one for each weight would be. People would still be wearing them on whatever char and whatever armor weight they wanted. It also means they’d have to design 3 outfits instead of one and if it’s a packaged deal, charge 3 times as much.

As already mentioned a big part of the reason making outfits it’s easier is because they don’t need to make 3 at a time, so this would only serve to slow down the rate at which they’re released.
But also a big part of the appeal of outfits for some people is that you can wear ones which look like another armour weight. If you like the idea of a ‘battle mage’ type character you can put something like the Ceremonial Plated outfit on an ele or Mesmer. Or if you get tied of your guardian wearing armour all the time you can use outfits to put them in something more casual.
So, at least for those people, there’s no need to match outfits to armour weights or provide one for each armour weight each time they’re released. The fact that they’re separate from that system is actually a benefit.
