Outfits are able to be used indefinitely. You use them from the “outfits” tab in your hero panel. Are you sure you didn’t buy an armor skin?
Transmutation charges are fairly easy to come by, if you did buy an armor skin. They drop from dailies, map completion, and PvP reward tracks.
If you really bought an outfit, and not a design, you can use it with every character in your account. Just go to the outfits tab, select the outfit you want to wear, click on the check box to show it, and you are done.

Well, since the OP specified medium armor wearers, I’m pretty sure it’s an armor skin.

Thank you, I have only taken a liking to medium armor users and I got the flamewalker with the intent to use it on them all. so I just fill out a map in exploration and I get a charge?

Yes. Rarely you’ll get a black lion key instead of a charge, but if you do that’s nothing to be upset about. In my experience, the keys are rare – it’s almost always a charge.
The 26th day of the login rewards gives you 3 transmutation charges as well.
PvP probably provides the most for the time investment.

YEAH, good point. If you’re not yet level 80, try not to worry about fashion before then. You’ll outlevel your armor quickly and it’s not worth it. You’ll be 80 in no time anyway.

I agree that you shouldn’t waste trans charges while leveling up, but replacing all your armor every 5 levels is a horrific waste. Keep in mind that all equipment you obtain before 80 is just stuff you will eventually leave by the road at some point.
I craft a new set when I hit the Masterwork/Rare levels (20, 35, 50, 65) but a new player may not have that option (lack of materials & required crafting level). Between those, take a good look at all green or better drops and use what you find.
Avoid spending karma or gold on new equipment as just as good or better stuff can be found in drops. The exception to that rule is jewelry and Cultural Karma weapons you can get at LVL 40 and 60.

If you play PvP, you’ll be swimming in charges. In Unranked or Ranked games, you’ll earn a charge roughly every eight wins, and losses will also advance your progression at a slower rate. Then the PvP dailies you finish along the way will further boost you along.
Map completion will also reward them, as others have said. Mapping out all six cities is a reasonably fast way to get six charges, and no ‘risk’ of getting a Black Lion Key instead.
