And again, it is an absolute fact that Anet will not ban you for using Voice chat software. Considering that Windows PC have Apps running all the time. The only third party apps Anet would ban you for are ones that actually make the game act different then intended, like speed hacks, able to stay underground to move around freely, bots. Voice chat will absolutely not get you banned. They would have to ban probably 90% of their playerbase if they did.

What he showed is talking about the third party software in guild Wars 2 that is owned by other companies or is public domain that Anet put into the programming of the game, and them stating that they cannot grant licences to use those 3rd party software beyond the scope of what is already programmed into the game, and then a bunch of other stuff that had nothing to do with what he was trying to say it says. Nothing in that section 15 says anything about not able to use 3rd party apps.

how do you define “interact”.
First find something in the TOS/user agreement that talks about not using 3rd party apps, cause the one you showed is not the one.
But when talking about Interact with the software, again that would be about bots, speed hacks, software that lets you stay under ground. Not some voice chat program that does not interact with the software at all.

There’s a difference between a contract that’s not clear, and a person who doesn’t understand a contract’s terms. Anet’s ToS is pretty clear on everything they expect out of players.
Anet has said straight out that they didn’t put chat into the game because there are so many good chat programs out there. Clearly using one is not a banning offense.
On topic: There is no voice chat mumble for overflows, because there are often multiple overflows and they’re not server specific, We’ve gone to Lion’s Arch my guild, in a party and had people in three different overflows. Obviously we joined each other, but it shows that an overflow voice chat would be next to useless.
Since there is no vice chat for overflow servers I would like to donate a Raidcall room that I’m not using. ID# is 4512712. Up to 10,000 players can be on it at once and I already have 5 overflow rooms set up but more can be added. Also If anyone wants to put a guild voice chat channel there I can do it for them.

Giotto.2607 , If you would get banned for using voice comms, or any program that doesnt touch any of GW2’s files, you would get banned for having anything on your PC while playing.
You would get banned for having a browser on while playing, Steam has voice chat, so you would get banned for having that on at the same time too.
Absolutely every program on your PC would get you banned, if Anet banned people just because they have third-party programs.
As long as the program doesnt touch GW2 in any way, you are safe.

If ArenaNet banned people for using voice chat, it would be very odd that they have a setting in options for that very thing…VOIP.
Of course we can use voice chat, the Devs use it often when playing.
Also, there’s no way for them to tell you’re using voice chat. If they banned voice chat, 90% of the player base would quit, because part of the fun of MMOs is talking with your guildmates. Yeah, you can do that in guild chat, but it’s not as much fun.

Actually it took 15 posts to answer my question. Vayne’s answer was what I was looking for the one who was the first poster obviously didn’t read the question. Since the answer is no I decided to donate one scroll up for details.
