Celestial Dye is currently 55 gold, and White is at 24, while Blue Ice dye looks just about the same, but is 5 silver.

Depends on the material. I used Blue Ice for a long time before I got Celestial, but on some of my armor it does make a big difference.

I have celestial, white and blue ice. Depending on the armor, celestial is whiter.

It all depends on how much gold you have, the armor and how important dyes/cosmetics are to you.

After everything else the ambient lighting will screw you over anyway unless you plan on having your character stand on exactly the right spot forever.
