On a serious note, since dungeons are instanced – meaning it’s unique to every other group – I think the way ANet designed this is to bind it to an owner.
Bad design IMO, since I’ve played other MMO’s where dungeons are also instanced and when the owner (starter/party lead) leaves, it’s passed to the next available player.
This is why you should never let pugs open an instance.

Other games manage to assign ownership of an instance to anyone in the party. That ANet did not seems mighty strange to me. Taking the instance ownership as a work-around for this issue only works for 20% of the party.
Always open your own dungeons, most of us learned that the hard way.

To those who are saying always open your own instance…there are five people in each party. Clearly all five can’t open their own instance. So what do you do if you get invited and people are already at the dungeon and while you’re porting someone goes in. Or someone goes in and then adds an LFG ad.
If all five people are trying to start the instance, then four people are going to miss out. That’s not the answer.
Anet needs to fix this so that if someone leaves the instance, ownership is tranferred to someone else. This is a problem that shouldn’t need a player made solution.

We’re not saying that is should not be fixed. We’re offering a temporary solution to the problem at hand. Plus, not all people worry about this and not all people go into the forums to read this, so your situation is, if not impossible, will happen very very rare.
It’s bad logic to argue open you own instance, if everyone took that advice no parties would fill up.
It’s a flawed system that ANet needs to reconsider.
