I’ve opened a Black Lion Chest and received a Permanent Hair Stylist Contract. After I calmed down) I had a question about it and looked for an answer. Couldn’t find anything so I’m hoping someone can answer it for me.
Does it include; all new, updated, patched, colors and styles?
Does it or will it update to all new future colors and styles put in the game?

Its still in contract form. I’m assuming once I Bind it to my account, it may not update in the future, with any changes Anet may make.
You probably have a VERY small number of people who can answer that question for certain. But if you want to give the Contract to me, I’ll let you know!
I would say yes, it probably updates whenever they add new hairstyles. The normal Hairstyling Kits (and Total Makeover Kits) do. The added-on styles show FIRST in the selections, and have a little STAR in the corner of the thumbnail.
Congrats! My account is probably flagged to never get one of those, because they have stats on how often I buy the regular ones. Cash cow and all that, y’know.

I have seen the colors with stars in the corners on a regular kit I had in my bank. It was when they updated the hairstyles last. The new hair styles were not available in the kit tho and I’m pretty sure the new colors weren’t either. Must have been based on when I purchased the kit as to what was in it.

Hmm… that’s why I said what I said. I almost always have a normal kit (Hairstyle or Total Makeover) in my Inventory/Storage, and they have always updated when they announce new hairstyles. I don’t recall ever having one that didn’t.
They’re getting lazy. The last few hairstyle releases don’t “flow” as you move. They are static. (But I bought the “Wreath of Cooperation” and the leaves on that thing flow all over the place when I move.)

It should function just as a normal hair style kit does, except that it has unlimited uses. This means it should be able to access all new hairstyles and colours currently in the game, in addition to ones added later.
I haven’t tested it with the unlimited kit myself, but I don’t see why this shouldn’t be the case. The normal hair style kits will allows you to access new styles and colours, even if you acquired the kit before they were added to the game. As such, I can’t see why the unlimited one wouldn’t allow this. Account binding it shouldn’t cause it to not have access to added styles or colours in the future.

This would probably be why you are hearing about better Ticket and Scrap drops:
Weapon Tickets and Weapon Ticket Scraps have increased drop rates.
All minis, backpacks, endless tonics, and permanent contracts have slightly increased drop rates.

It prob. does function as a normal kit (Self-Style Hair Kit). I’ve opened it and I’m happy to have its use now but, I am also disappointed in that it does not contain all hairstyles and colors. The Makeover kit has all the new styles and colors/horns etc. but not this permanent kit.

To answer your questions yes it does include all additional styles added in the game. I would project that it will also include all future styles added to the game. However no-one but ArenaNet can confirm that.
It includes all the special hairstyles and colors that are only available through the use of a kit, and provides access to new hairstyles and colors as they are added to the game.
From the way I understand (i.e., the way it SHOULD be coded), using a Styling Kit just opens up a general modification UI. There isn’t one coded to every single kit in the game, rather all kits open up the same UI. So, whenever they update that UI with new changes, it will affect every single kit that interacts with that UI.
That way, they don’t have to put out new versions of hairstyle kits every time they add a new option, for example. That would turn into a huge mess after just a few updates.
