Zero. It dropped from BL Chests for about a month during Wintersday 2012, and never again afterwards. Which is pretty messed up.
I’d easily pay 2k gems for that item in the gem store. I refuse to pay one-time hairkit changes, they’re of no use to someone like me who wishes to change her characters’ hair on a whim quite often.

Its quite possible at this point that anyone that still has one unopened doesn’t even play anymore.
