How do we get them ? I can’t seem to find reliable info on how to obtain a permanent hair-stylist contract (which is outrageously expensive on the TP) so I was wondering if there would be some on the gem store at some point ? How do I get permanent any-kind-of-utility-contract ?

They are a very, very rare drop from black lion chests or a purchase from the trading post from someone who had a lucky drop from one of the chests. They will probably not be in the gem store as they are a high value reward for opening chests.
