Do you get these for every race or just once?

All mastery points are a one time thing as they are per account.

Personal story rewards 1 point only per chapter, for a total of 8 points.

Chapters 1, 2, & 3, where there are separate achievements for each race, you’ll only get the mastery point for the first race you complete the chapter with. Same goes with chapter 4, and the three orders.
