Guild Wars 2

Hi folks.
I am kind of new to game and have one problem – I saw often on internet that first and best way for personal storage is creation of personal bank guild… Well I have some problems with that – cant find guild promoter npc, and guild interface too does not helps much on clarification what to do and so on.
Could some kind heart please give detailed instruction (step by step) what to do to get that guild bank in my personal guild?
