This happened to me as well, with one of the Orr JPs. Just complete it with a different toon and you’ll get it.
the collection drop is not guaranteed. don’t forget you can open JP chests on other characters, too. A few of the chests I had to open twice

Happened to one guildie last night. You can also get it from different charr zone JP if you only have one toon; like Loreclaw expense or those in Diessa which have a chest (e.g. not the wall).
Oh, I misread it as, the chest bugged and was already opened despite not having opened the chest prior.But as everyone said, do it on a different toon.
