Is it possible to play with other races? And if so do you need to be at some specific point?

Yep, you can play straight after the tutorial:

1) Go To The Mists through the PvP interface (the two crossed swords)
2) Go to Lion’s Arch
3) Go to the portal hub, and pick the racial city of your choice

i dont understand your question to be honest…do you mean party with other races? yes, do you mean able to create another character so you can select another race? yes

@JemL: I mean play as a group. For instance. I play a norn race, if my friend is a Charr could the two races meet up, group, and play together.

Yes everyone can play together, there are no factions

of course, the map is pve, there is no such faction or something like that
