Playing without following the story?
In the main Tyria zones, yes.
In the HoT zones, each zone has a chain of events going on that makes a story of a sort, so you’ll have to deal with that. It may not make much sense if you’ve not done any of the personal/living story, but you can still just do events and go along with the flow without it.
When you get to Dry Top, you may feel a bit lost. There’s a path that the story shows you, that you’re supposed to follow to open up the zone past the town. Just look inside the buildings when you get to the town, and you’ll find a tunnel in one that leads to the rest of the zone.
Other than that, all you’ll miss out on are rewards that you can live without, and access to the shortcut asura gates in Fort Trinity.
As for the heart “quests” in most non HoT zones, you don’t have to do them. But I would suggest doing them anyway for EXP and to unlock the heart person as a merchant. It’s good EXP, and you usually clear them if you do any events in the area anyway.
Edit: Actually, if you get HoT, you’ll need to run the very first mission of HoT’s story at least once. That gets you into the first HoT zone, and unlocks the Mastery system. But it’s a fairly straightforward mission, and you can ignore them after that if you really want to.

well i most likely wont be getting HoT cuz I’m broke af and it’s pretty expensive, so I dont need to worry about that. And yeah I’ll probably be doing the “heart missions” but not the real story quests. IDK for some reason I just dont like following the story of the game, I like doing my own thing and making my own story in my mind, the way I feel an RPG should be

There are ascended trinkets with stats that you can only earn by finishing story achievements (Living story 2 and HoT).
In fact, the whole HoT zones and mastery system is gated behind completing the 1st HoT story instance (you can use a guild hall to get into the map, but the mastery is still locked)

but aside from missing out on some non-essential items, I wont have any real restrictions for not playing the story will i?
Another thing you won’t get is access to the Orders (Vigil, Whispers, Priory), which means you can’t get the weapon and armor skins they offer.
But essentially, yes… personal story is easily ignored without any real consequence, esp if you don’t have HoT

iight cool, besides im sure once it starts getting way harder to level, ill breeze through story for extra exp, at some point.
I just tend to avoid it cuz i dont like games telling me who i am and why im doing things, like no let me do me m8
You can actually do the Personal Story, without ever experiencing, for lack of a better word, the story. You can skip most of the cinematics, and ignore/fast forward through the NPC chat.

How far can you get in the game without doing like, story quests and stuff? I’m not one for story at all in almost all games so I don’t really feel like doing story quests or anything, is it still possible for me to play “properly”?
Actually it’s quite easy, just explore, engage with anything that openly attacks you and join in on any dynamic event you stumble upon. I’ve never finished the personal story.
The downside is that ANet decided that some core Tyria mastery points are tied to personal and living story content. So now after some 3 plus years I’m finally doing my personal story and paying attention to the LS2 achievements to earn additional mastery points.
Now if I was only slavishly devoted to linear story telling I would have autoloot by now.
