Does portal entre have a distance limit on the z axis, or is it capable of transporting people between two points regardless of vertical distance, so long as they are within the appropriate map radius?

It have a maximum vertical distance!
I tested it in the well @ the end of the “Plains of Ashford” Guild Puzzle!

I’d be curious to know about how you tested that. Because I have seriously ported from the ground to the top of the Zephyr, as long as the ports are right above each other. I don’t recall the PoA Guild Puzzle being nearly that far up.
I’ve portaled people from the top of Rata Sum to the bottom of the map where you must glitch to get to, as well as to the top of Stonemist from a supply depot to build trebuchets. There is no vertical limit, only the x and z axis have a limit (I’m guessing it’s around 5,000-6,000, or from the center of your minimap to the closest edge.)
I’m pretty sure there IS a vertical limit, because I can’t make a portal from the ground floor of the Zephyr Sanctum to the peak of the crow’s nest, but I CAN make a portal from the ground floor to a point closer to the ground along the path to the crow’s nest (there being zero difference in the position of the portals aside from how far they are from each other vertically).
i couldn’t make a portal from the goggles in aetherblade jp to the bottom where the water is.
so i’m sure there is a vertical limit.
I think you guys are exceeding the horizontal limit when trying to portal vertically, to be honest. Jump off the tip of the highest point on the sanctum to the water beneath and portal back, it works just fine.

Yeah this ^. Just because you fall down doesn’t mean you aren’t moving a significant distance forward. If you want to best judge verticle stress limits, make sure you port using a Personal Waypoint on the map (alt-click I think?).
The vertical distance is roughly from the Garrison Lake vista, to the bottom of the lake.
Hard to break in most cases, but it can happen. Horizontal is from the Center of your minimap at maximum zoom in, to the edge at 1900×1200. Resolution may vary, 15 dots on your map, or 13 with swiftness. (for 90%ish distance limit).
