I definitely don’t remember ever seeing that before.

I’ve seen it too. I thought it was part of the Wintersday decorations, like the snow making machines.

I think it was there from before, but you can check vids in youtube to confirm your theory

I think the figures in there are metal, like tin, rather than paper. And, yes, it’s always been there.
