It’s happening July 9th, which is a Thursday, so it wouldn’t really make sense as a “beta weekend.”

The pre-pruchase of the original GW2 did get you in the stress tests (not sure if the earlier ones).
Ascended items are Anet biggest mistake and a kneejerk reaction.
