Say I want to start the process for crafting 3 Precursor weapons. Can I talk to Hobbs in Lions Arch with any character to get the process started? Or does it have to be with the character that I want to own the Precursor.

In other words can I buy the volumes with any character to start the collection.

Did they change that? Because when I made the Legend at the start of HoT, it wasn’t account bound. I could sell it, but I was limited to only being able to make one.

And, also, nah, you don’t necessarily need to have the required profession leveled up completely. This is where stuff gets a little bit funky and I can only speak from having completed The Legend.

Crafting the first version of The Legend requires having your artificer at 450, BUT the second collection requires you to craft a large number of basic items. The basic items are available without recipes and the starting skill requirement is actually 300.

I started artificer at 450 and the second collection leveled my artificer to 500, which is huge, because those last 50 skill points cost 100s in gold to level pre HoT.

It is theoretically possible to start an artificer at 300 and skip ahead to the 2nd collection, make all the materials required, level up your artificer to 500 and then go back and craft the first version of The Legend.

I say theoretically possible, because I started at 450, but leveling up to 500 was so fast that I think you can start at 300 and make it to 500.

If this is possible, then taking this approach will be significantly cheaper than leveling up to 500 before starting the collections. Otherwise, you are looking at like a 500+ gold cost to get from 300 to 500, particularly given the increased cost of those materials and another 1200-1400 gold investment in the precursor itself.

Like I said, I can’t confirm that you can get from 300 to 500 off second collection crafting materials alone, but if gets you close, you are still going to be ahead in terms of your overall investment of gold.
