Why/how does this happen? Everybody else that I see use a siege weapon, it appears normal. But when I shoot one, it shoots out boxes of gifts/presents.

That’s the new Democratic Seige, it throws a fortune of freebies at problems and hopes the enemy will magically become an ally.
