I noticed that zones I’ve completed are now only 98% complete. There are added things there but I’m not getting that 100% completion for those zones that I was before. An example is, Plains of Ashford now has 17 way points and 18 hearts.

I went back and found the new elements added but got no chest for completion. Is this a bug? Is this what was intended to happen, it feels like a chore now because I’m having to go to low level areas and complete mundane tasks with literally 0 reward other than map completion.

It’s intended. Those new bits were added to help new players, but you’ve already had the reward for that area and therefore don’t get it again

They’d have to take away your old completion award to make that system fair, otherwise you’d recieve two. The way it was handled was both the easiest to implement and the most fair. New players have additional xp sources, and you don’t have to constantly revisit zones that got a new waypoint or POI if you don’t want to.

Works as intended. Chests are given only once.

But does not having 100% in those areas prevent me from getting my map completion? that hardly seems fair for me to have to go back and do more work for the same reward.

If you didn’t already have 100%, yes, you have to go get that tiny number of POIs, vistas, and/or hearts. You’re not doing a lot of work to get them.

I had to go back and redo those maps on 8 characters. If you had to go back only once, then feel lucky.

Be careful what you ask for
ANet may give it to you.

When did they change it?

It was with the introduction of the NPE, a year ago. All the starter zones were slightly changed. Each had a heart added or removed or moved to a different spot, and maybe a poi added as well.

Some changes happened even before the NPE, such as Langmar Estate:

The waypoint and the guild puzzle were added in the Feb 26, 2013 update.
