Problematic Inscriptions at Auction House
While I can see how the account bound inscriptions can be a problem, as a Southern California resident, I’m a bit confused as to what this has to do with California.

Well, not exactly a solution to your perceived problem of that particular weapon inscription being account bound, however there is a simple solution to your premise. Don’t craft them. If you don’t want them, just don’t craft them. I have every crafting discipline at 500 and have never made a Shifting Ineffable Inscription or anything like that. You don’t need to “create 40 to level up…” by any means, shape, or form.
So don’t make those to level up?

Those types of insignias and inscriptions are meant to “help” people with more gold than sense, patience or tomes of knowledge level up their alts, which is why the requirement to craft them is rather high and they are account bound so you can only use them for yourself.
I don’t see the problem. The recipe says it’s account bound. You had fair warning. Those inscriptions are optional. You chose to make them. Hope you have a bunch of alts to use them.
I can’t see how this has anything to do with CA, either. All GW2 players play by the same rules, afaik.
If you hovered over the icon for the finished product, it clearly says account bound.
These inscriptions are to make levelling gear for alts which lasts ages. (I made a set of the lvl 44, got me to 70 without feeling underpowered)
You creating 40 of them is a bit of a brainfart, but you can salvage the armor you craft with them. Don’t expect to get a lot of ectos back however.
You must be new. There is no such thing as Guild Wars 2 California. Also, many items are account-bound; you can find soul-bound items as well. As far as I know, they are clearly marked as such.
