PvE gear has effect in PvP Lobby?
I’m pretty sure there’s some stats tied to having some form of armor equipped to keep people from pvp’ing naked.
Characters in PvP use the same armor and weapons from PvE and WvW.
All items give zero attribute, rune, sigil, or infusion bonuses in PvP. Chest, leg, and boot armor still contribute to the total defense value.
All items function as level 80 exotic-quality items.

PvE gear has no effect in PvP, with one tiny, but important function. What matters is whether you have any gear in armor/weapon slots. They can be ascended, exotic, or white – it doesn’t matter. Remove them however, and your armor value goes down.
So, don’t play without gear.

There is no immersion in PvP.
Besides. Human females look all the same in underwear.

But why do they even bother doing that?
When the game first launched, they wanted to make sure that each armor weight was visually distinct. That way, you could make a quick guess as to what kind of opponent you were fighting in PvP or WvW.
See someone with a greatsword and heavy armor? Fighter or Guardian, naturally. But if it’s medium armor, it has to be a Ranger, and light means Mesmer. Stuff like that.
Over time, they’ve tossed that aside, but the game’s still set up to have the three “can’t hide” parts of the armor be required for PvP.
