I have quite a few bought skins that have been converted to PvP. I’m also considering buying a few tormented for PvP. So after the update, I will be able to use them as much as I want in PvE and PvP?

When you have the weapon skins and use them, they’re unlocked in the wardrobe, where you can use them as many times as you want, providing you have the transmutation charges to apply the skin.
