I was wondering if a guild switches servers, will there be a problem if there is another guild on the new server with the same tag?

Guild names are unique. Guild tags aren’t.

with the new global guild what about guild names? if a guild should transfer and there is a guild on the new server with the same name

It is not possible for there to be two guilds with the same name, as stated above, guild names are unique (game-wide), just like character names. The tags, however, can be the same.
