I was wondering if anyone could enlighten me on the specifics of condition duration reduction. Specifically dealing with 1 second conditions.
For example, take the ranger torch #5 skill (Bonfire) which creates a field that inflicts 1 second of burning every second for 8 seconds. Would someone with condition duration reduction take no damage from this burning since damaging conditions only tick every second?
From the wiki: “It is important to note that conditions only inflict damage over time in one second intervals and any fractional seconds are ignored.”
So, yes – if a skill repeatedly applies a one-second condition, that effect can be nullified if the target has a buff which reduces condition duration. Even though the condition is applied every second, the duration will be reduced to less than one second… and thus the initial damage packet will never trigger.

That was from 4 months ago, but unless they’ve changed conditions so that the first damage packet is front-loaded, I think it still applies.
crucial caveat: the one second interval is not counted from when the condition is applied, it’s a clock-based interval, meaning that a condition with only 3/4 sec duration will still tick once if it was applied past 1/4 of the second’s start.
ie: every time the server clock ticks a second, any active conditions will trigger their damage, regardless of the condition’s remaining duration.
