So my friend is trying to transfer to my server, can’t quite afford the money for gems and is under the impression if she dumps all her characters it will let her swap. Her highest is a level 23 so it’s no problem for her to delete and move then remake while I help her level.

So is this a feasible option for her to get onto my server with me?

Yes, it is. She must make sure to put all non-soulbound items in the bank, and those will transfer with her. She can, of course, wait until patch day, and have any skins transfer with her, though she may not have much yet.
