Guild Wars 2

I was wondering why there is a level 80 level requirement for it now. They were useful at lower levels but i think having it be a level 80 item is a waste of the item. I do not think anyone would rather have those in their armor instead of armor runes. Any help would be great thank you

It was a bug as unlike any other upgrade item they had no level requirement. Since they have the new stats and drop from level 80 areas they obviously were intended to be level 80 items. If you check wiki you’ll see they are used in a few level 400 crafting recipes.
