New to the game – greatly enjoying it.
I am aware that when my toon travels into a lower zone, the system ‘downgrades’ me to a zone appropriate level. E.g. if I, as a level 40, enter a 1-15 zone, I get punted down to 14 or so.
The question is this: is everything I own or do also downgraded?
Are my weapons doing a proportionately less degree/value of damage?
Are my buffs … etc.

Simple answer. Yes.

Boons(buffs), most of them have fix values, only Regeneration and Retaliation scale with level if my memory works correct.
Conditions(debufs) who do damage, only the damage part scales with level, Poison always reduces healing by 33%

Yes. In essence, all your stats (weapon and armor stats, Power, Vitality, Precision, etc.) are dropped down to the appropriate level.
However, depending on what your current level is, and what traits you have, you will still be significant;y more powerful then another at the same level.

For example. If you are level 40, you have more traits and abilities equipped and unlocked then a level 14. So in that level 14 area, you’ll still have those traits and abilities, whereas a “natural” level 14 won’t.

So you won’t be doing “less damage” as a downlevel, but you’ll be doing proportionally the same. (Actually a little bit more depending on your traits)

" Dynamic level adjustment adjusts a character’s attributes and level based on the area they are in, either reducing them to match their current area in PvE, or increasing their attributes and levels (typically to 80) in WvW or Structured PvP. For example, in PvE, a character with an actual level of 50 in a level 10 area will have their attributes reduced to an “effective level” equal to a level 11 character (maximum level for the area +1). The effective level is shown as a green number next to a downwards arrow and the actual level on the experience bar and is stated under the actual level on the hero panel. Changes to attributes are also seen on the hero panel in green. Unaltered values for an attribute can be seen when hovering the mouse over that attribute."

“Because scaling affects stats multiplicatively, an adequately geared character that is not downscaled can be more powerful than a higher level character with underleveled gear (discounting quality).”

A level 80 downscaled in PvE is still more powerful than a char of that areas level though, just not “godlike”
