Question for the Devs about Scaling

Players that aren’t participating are not supposed to be factored into scaling, but that can easily be proven false. See the event next to Ascalonian Catacombs for example. Due to all the people standing around, the event is heavily upscaled and will stay that way for its entire duration. It has to be this way however, otherwise people could exploit it.
Based on what little player research I’ve seen, scaling is instant, dead players count and it’s entirely distance based (if you can see the event, you count). For comparison, originally (pre-Scarlet), scaling was based on if you were “active” within the event’s area and it was delayed by a few seconds.
If someone wanted to further test dead players, simply get 10+ people (the more people, the more noticeable it’ll be) to die at a defense event (the kind that spawns enemies/waves). As the event scales up, new waves will spawn more enemies and at higher levels. Alternatively, fight a boss and read its HP using a tool.

The only thing the devs have said is that corpses (eventually) won’t scale the event. Any details on range, time, etc have not been discussed as far as I have seen.
