Question on Balance of Current Conditions

I know of this most recent patch, many of us have been facing the bane of Burn Guardians. At the moment the king of conditions is undoubted the Guardian, followed by Mesmer, then Necromancer.

My question is this, why is a class that specializes in magic of the dead, is not the king of conditions? Why is it, that class that is supposed to be “protective” and “supportive” is now the main dps of conditions; Why is a Guardian the best class for PvP as condition Burn.

I understand why Mesmer is second as condition ranks, but why is Necromancer the third? A class that deals with the dead, should be top class in condition, but is a third-rate condition class.

Plus, when will the Guardian burn be rebalanced? Will Necromancer ever be effective for conditions? Will it always be horribly unbalanced to where Guardians can dish out 5k damage a tick of Burn?

I think every necromancer has wondered this. I know I have. It seems like anet does not seem to quite grasp that idea – people make necromancers because they should be the kings of conditions. However, they are much more adept at boon stripping and sending conditions back to their enemies than actually stacking their own conditions onto the enemy.

sigh..

That seems like more of an idea for Mesmer than Necromancer. Honestly, as a Necromancer, I feel it is the most underrated class as it is the most neglected.

EDIT:
http://wiki.guildwars2.com/wiki/Necromancer Even the Wiki states Necromancers dish out conditions, stripping boons, and wells. It really is so neglected T.T
