Can some GW2 experts please answer about heal steal for me?

When you use a weapon/ food/skill that steal heal, do the heal steal based on damage done or healing power? IE I would better equip healing power/ power for more heal steal effects.

Also does the effects stack? Ie if I use food and weapon and skills that steal heal will I get 3 times the amount?

I think it varies, some heals scale with healing power, some don’t. Some have damage that scales with power, some don’t.
