RNG question
Only someone with access to the code would know the real answer but putting them into specific coffers/crates/… would probably require making them unstackable as well as putting a significant increase in server memory usage and disk usage(multiplied by however many backup copies they keep around). The code would also be more complicated. I can’t think of any benefits to doing it this way.
So unless ANet is a fan of burning money the item is probably allocated when you open them.

The contents of a particular crate (bag/chest/etc.) are created when the chest is opened, not when the chest is created. It would be a waste of resources to track the millions of containers in existence at any point in time, even ignoring all those on the TP.
There’s currently half a dozen skritt in Queensdale with coffers containing tickets and they are worried in case word gets out…
