Yes, other MMOs have done that. Everquest is a prime example of that, with 25 languages (all fluent ones able to be selected by a drop down menu IIRC).
it was in EQ2, every race had their own language and if you did not have the quest complete to learn the language it was literal giberish to you in the chat window when they yelled at you or talked to you or w/e. Once you learned the language (it was a book collection quest back in the day IIRC) You could then speak it in the chat window and confound anyone who did not know it.

By default your side(horde/alliance) understand, but if you play an elf for example, you can set language so that only other elves see what you write in English, everyone else see it in the Warcraft Elven language.
in GW2, the only language still alive (apparently) is new krytan, which is just english with different glyphs for letters.
i don’t think racial languages was ever an explored subject in GW lore.
Each race has a language but because they had to make sure they could all communicate from a lore pov they wrote in about a new language they call New Krytan that all of the races have since learnt and now naturally speak, similar to English in the real world.
