Race change
i dont care if i need to do the story again .
Then delete and re-roll. It’s been over many times that race changes are very difficult to impossible to implement ingame due to it’s interconnection with both the personal story and living world story. With work it may come but Anet has stated they have no plans to make this happen, especially with how easy it is to recreate characters and boost them to 80.
I deleted my human thief two years ago (created 6 months after GW2 initially released so she would’ve been my 3rd oldest character), who had 100% map and 500 Weaponsmithing, purely for how humans run with daggers. I’d just crafted The Incinerator, and with the effects the weilded running was unbearable eventually. It was weird, so she had to go. Rolled Norn thief and never looked back.

Your only option is a new character. Race change will not happen.

same have human guard the only one with world exploration and dont want to play that race any more
Maybe ANet should sell a combo (level 80 boost, character slot and name change contract) in the gemstore and call it The Race Changer Boost pack.

1) Tomes in game require specific play styles which not all people do as some are very casual (yet still want to switch races) or they use tomes to get Spirit Shards for promotion of mats or use as they get them to free up scarce bank space or they use them on key runs, and not have 80 on hand when they wish to switch races.
2) the benefit of a Combo pack is it can have a reduced price for getting all items together rather than buying separately
3) a Combo pack specifically named Race Change Combo pack would give a definite answer to the question people keep asking, “will they put a race change item in the gem store?” The Combo pack would make it obvious that no, they aren’t going to offer a direct race change but they will sell the Combo pack to make switching to another race as painless as possible.
4) it would be a convenience item for the gem store to sell, which is always good for the game’s finances

Let’s burst that bubble. Levels can’t be bought from the gemstore. XP boosters yes, but not tomes.

(However they do sell tomes, indirectly, through the Black Lion chests. Those are leveling items)
There are a lot of items that didn’t used to be sold in the gemstore but now are so I’m not sure why you think a level 80 boost (which is sold with the HoT expansion) is not something they can’t add. All they have to do is change their mind.
Sort of like how they changed their mind on adding raids to the game.
ANet may give it to you.
