Readjusting the Mesmer Portal Monopoly
Portals can be made.
They do have crafted artificer items which do the same as a portal — so what you are asking for is available (if you work towards it).
In addition, it’s one of the few things that makes mesmers “in demand”. Other than veil and portal there’s not much need for a WvW zerg mesmer.

Actually, Devs have mentioned an interest in getting portals into the hands of other classes.
Engineer being pretty easy to justify .
Guardians and Thieves also have enough teleportational abilities to make some sort of take people with them (thieves) or pull allies to you (guards) reasonably in-character for them.

Similar to portal mechanics, there would need to be an “activation” (confirmation), so that unfortunately limits some more-interesting possibilities.

Imagine if this game had a better applied physics engine. “Scorpion wiring” a team mate up ledges, or enemies down from them.
I highly hope that Flesh Wurm will have it’s max teleport range removed someday and cd/cast time reduced

I say NO! It would really diminish the Mesmer as a profession. And thieves, thieves should not get a darn thing except maybe a nerf! #GoldenChild
Why stop at Mesmer?
Why don’t we create the supreme class that has:
-Portals & illusions
-Stealth
-Aegis and virtues
-warbanners and mobile utilities
-Multiple attunements
-Multiple HP pools
-Changeable weapon kits
I know I’m forgetting something.

Or we could do away with it entirely because, similar to stealth (however to a much greater extent), it’s been a source of cheapness afflicting the game.
-It’s used to cheat JPs.
-It is not fun to cheese giant golems from point to point just to make it across a map safely.
-It is not fun to “sweep” for mesmers after you successfully siege or defend.
-It is not fun to be trolled by a mesmer and end up playing “guard the corpse” at the water gate on Bay because the gate rez remains unfixed.
Portal: Nice idea, too powerful and allows obvious absurdities.
Actual problems/difficulties to come with removing it from the game? That’s where good design would have to righteously replace a cheap mechanic.

I think Engineers should be the ones to go to for this.
However… why does it have to be a portal? Let the Engineer make the spring plates and spinners used in the “Not So Secret” JP. Now they have two skills that allow unusual movement, which is really what the Mesmer portal does, but they work differently and Mesmers are still the only ones with an actual portal.
There would also be more of a skill requirement to use them properly, but they can get the Engineer to someplace they’re not currently at, unlike portals for Mesmers.

Just make Rangers that supreme class. Problem solved.
On a livestream a long time ago they did say they were thinking about giving engineers portal-like skills but considering how far engie has progressed since then I’m sure it was put on hold.
Anyways about that grappling hook mentioned for engineers…that would be really awesome and meta changing in wvw. Zerging all over the map wouldn’t be the best option 24/7 anymore since a few groups of roamers could take way more than what the zerg could at a time. However, to give it counterplay it would be on an extremely long cd, maybe 5 minutes. And after its tossed it takes 10 seconds to attach it to a wall, during that time, an enemy can just press f to unhook it. There now we have more reason to guard castles and split up in smaller groups with just a single idea
*Also the hook ability could just be a wvw item bought with badges or something instead for a one time use
