They could have done, if they had contacted CS within a reasonable time period. Most countries have a 28 day full return policy, so I would assume that you would have to contact CS within 28 days of purchase.
I don’t think CS would be able to “downgrade” your account though. Essentially your account would be deleted and you’d have to start over again.

I think it’s the players who bought the game after the HoT announcement but before the f2p announcement.

No, the people that got the refund were the ones that just recently bought core game and then upgraded to HoT
No. No one gets a refund because of f2p.
ANet may give it to you.
F2p comes with dozens of restrictions. Your account is free of those limitation. And even if the game went full f2p without limitation, I don’t think I’ve ever heard of one company refunded an account that has been bought a year ago.
No one is getting their money back because of the free to play announcement.
There was an opportunity for people who bought GW2 between 23rd January 2015 and 16th June 2015 to get a refund if they bought HoT before 31st July. This was offered because the original HoT announcement (on 23rd January) gave many people the false impression that they had to buy the core game separately to play HoT, then on16th June they found out it was bundled with it and if they’d waited just a few months they could have gotten it free.
But if you bought GW2 before 23rd January, or didn’t buy HoT before 31st July you are not entitled to a refund.
There have been no refunds offered, as far as I’m aware, as a result of the free to play announcement. The ‘compensation’ for paying is that you don’t suffer all the restrictions placed on free accounts. (And obviously that you got to play for months or years before free accounts were available.)

1) Nobody got a refund because the game went F2P.
2) As a general consumer law, you can get a refund if you bought some type of consumer item not so long ago. So ya probably that some people that bougth the game asked for a refund, lost their account, got their money and tried the F2P version.
3) The only ’’special’’ refund ofter that Anet did. And by special I mean that it wasn’t mandatory by law. Was for people that bought the core game during the first month before the announcement of HoT pre-order and that had pre-order the xpac.
4) F2P account are very limited. They can’t use the TP, can whisper unless they are mutal friends in-game, they have limited access to other chat, they don’t have login reward, etc. F2P account is really a permanent trial version of the game. They don’t really affect the remaining of the population. It’s just there is let new player try the game and see if they gonna buy HoT.
Ignorance does not equate to right of refund.
Just chalk it up as bad luck. Pretty sure you got your monies worth if you have 50 or more hours logged and hey…log in shinies.
Imagining for a second that they were actually prepared to give you a refund, and swap your account to an F2P account, without deleting it and making you start over.
By taking that refund you would instantly lose 3 character slots and the associated character in the slot. In addition, 2 bag slots would be removed from each of your remaining characters.
If either of your two remaining characters are under level 30 they will be unable to use LFG or squad chat, if they are under level 35, they will be unable to access Lions Arch.
You will no longer receive rewards for logging in each day, will lose the ability to trade gold for gems, and will be unable to purchase or sell a lot of loot items on the trading post.
You will be unable to speak in /map chat, and will only be able to send one /whisper every 30 seconds (and only to players who you are mutual friends with). You will also only be able to send in-game mail to those same ‘mutual’ friends.
If you have a guild bank, you will no longer be able to use it, that includes any ‘personal’ guild bank that you might have created for extra storage, meaning you’ll lose anything stored in it.
You’ll also temporarily lose access to WvW (if you’ve not got a character over level 60), and I hope you’re happy with the world you’ve joined, because you’ll be unable to transfer.
Oh yeah, you can’t post here on an F2P account either.

You agreed to pay for a product, got and enjoyed the product, and currently still have paid member’s privileges so no there shouldn’t be a refund.

I would also like refunds on the $11.00 Diet Cokes I got at the movie concession stand over the years. Apparently you can get a whole 2 liter for like $3.00! WTF movie theater!!

I would also like refunds on all the games I’ve bought on steam that were on the steam sale this summer.
The game’s not really free to play, it’s still buy to play. The free accounts are loaded with so many restrictions that I’d compare them more to a trial account without a time/level limit than to an actual free-to-play account.

No only people who buy HoT from ANet and bought the game, from ANet, when they were led to believe they needed the core game for the expansion got there money back.
There is no refund plan because of P4F.
