Relock bag slots.
I’d thumbs up this one, if I can’t have account bound bag unlocks this would be the next best thing.
I think that’s a great idea. You could select to lock a slot and get an account bound bag expansion returned to you that you can use on a different character.
Wouldn’t that be the same as completely transferable account bound bags, and for only 400 gems per bag?
Example. I buy 4 gem store bags. I put them on my main for the day. At the end of the day, I lock the slots. The next day I unlock the slots on whatever char I plan to play that day. In fact, I could do that whenever I switch during a play period, if I don’t mind switching inventory around.
Why would ANet allow this without some sort of hefty charge?

Maybe they can introduce an increased price per bag slot but make it work across the account?

Even with a timer it’s still an added convenience for your original 400 gems for the non transferable bag slots. I can’t see them doing it without an additional charge. Probably a substantial one.

Character deletion. You should be mailed the unlock item(s) upon deletion of the character. All gem store items on a deleted character should be automatically recovered, which would prevent support requests such as deleting their gathering tools.
While I’d be against relocking bag slots on one character to unlock on another, I’d love an option to recover bag slots from deleted characters.
Your option, in my opinion devalues unlockable bag slots, because you could effectively buy just enough slots to fully unlock a single character, and then keep moving these slots between chars whenever you feel like (even if the operation had a cooldown).
My proposal is more about not losing the goods you bought from the gem store – I find it quite weird that character upgrades are lost to the void when a character is deleted (I asked support the other day, and that’s what they said sadly).
This behavior should be changed, and all character upgrades (bag slots, additional crafting slots) should be applied to the next character created on the account (or several, if the amount of upgrades “in limbo” would exceed the allowed amount of upgrades on a single character).

Character deletion might be a consideration for a non hefty charge, But that’s not what the OP was asking. He was asking to switch the slots from one non deleted char to another non deleted char. Which is something completely different.

A great suggestion, but not a very profitable one for Anet. So don’t get your hopes up.
