Nope, but you can apply a new upgrade to replace the current one (it will destroy the current upgrade).

ye sadly this isnt possible unlike in GW1 with the Salvage Kits that would always give a % chance of saving the base item until all upgrades were removed and the Perfect Salvage Kit always having 100% chance to save the item.
