You can wait till HoT and then salvage armor and remake your necro.
Or buy a character slot and make a 2nd necro.
(and the other 8 elite specs maxed too)
ArenaNet has indicated that they intend to allow you to salvage WvW gear in an upcoming patch. It will salvage into the upgrades and WvW Badges (not materials).
Better to keep an old char than delete. Birthday gifts, and birthday titles that will take longer to get if that’s your oldest char. Use it for storage and park it at a node or chest for a daily harvest.

I think people misunderstand the question. OP is stating that the WvW armor soulbound to (I assume now deleted) sylvari necro cannot be salvaged by any character (now or in the future) because it cannot be moved from the bank to inventory as it is soulbound to a character that has since been deleted.
As far as the answer is concerned, I am not sure as to why that restriction (on moving/salvaging soulbound items by other characters) is in place.

Ah. Well, since its soulbound to a deleted char, you’ll probably have to delete the armor since you can’t move it from your bank to a char in order to salvage it.

This won’t help this time around, but in general you want to avoid deleting a character (especially old ones) in guild wars and guild wars 2.
Primary reason is that birthday gifts are based on character age. Deleting that 2 year old veteran character you had might throw you back a long stretch of birthday gifts.
On topic, wait until the HoT upgrade and see if the items are salvagable then. Otherwise delete.
you may THINK it looks better on Asura………. until you enter combat mode, and notice your ears sticking straight up, clipping through the brim… I personally am very bothered by the change of Asuran ears in combat mode.. clips through anything with a brim.
You could try re creating the old character name. I know the soulbound items indicate who they are soulbound to. Highly doubt this will work but if you have an extra slot it would only take 1 min to test.

Does not work. I try it one time. Once delete character all item soul bound in bank lost forever. Can only delete them.
