That has been raised many times already, and supposedly support answered each time that since the second book was not an upgrade of the first, but a separate item, they see no reason to do anything.
One can only hope that one day they will change their policy on this (or make the quest chain available again in new halloween repeats) so that those less lucky can obtain this skin.

Unfortunate. I no longer have the first book or the toymaker backpack from back then either. Both were deleted long ago to make room in my inventory. However I thought they did give you the Mad Memoirs original based on these two posts
Actually they are willing to help out. And as Kythan Myr says that he had the upgraded version he should be able to get the basic from them. As long as he can document he has the upgraded one.
Back in March I tried my luck with support for Mad Memories, as I deleted the 2 versions before the wardrobe system. And after alot of writing back and forth, I eventually got both versions from them.
The most impotent thing to have in order to get it, are screenshots of your character wearing the upgraded version of the book, and providing documentation that the screenshots are indeed you.
I can personally attest to the fact that they do occasionally help with the first skin. I was in the same boat, had discarded the first skin but had kept the second. Almost a year after the wardrobe system came out I sent in a ticket on a whim about the first skin and they sent it to me no questions asked.
ANet may give it to you.

This was the policy when the Wardrobe was first introduced, but many, many of the policies have been changed over time (with the advent of new tools).
I would suggest anyone wishing to acquire these skin replacements give the CS Team a chance. Nothing ventured, nothing gained.

I was in the hospital at the time for surgery, I did get the mad memoires, but not the complete version, I couldn’t sit for a while, and my desktop in my bed was a bit much…
I’ve since hoped for a return of the backpack. I still have the 3 basic books AND the sensor… But I cannot complete it. I’ve checked it for the past 4 years. No luck…
Been There, Done That & Will do it again…except maybe world completion.

Interesting, since i know for a fact some people still did receive the old response during the last Halloween. Might depend on the person in Support reading the mail then.

Might also depend on how the request was phrased too, or the specific circumstances.
If you’ve ever worked on a support desk, you know that people can undermine their own requests, sometimes by burying it in a sea of verbiage, sometimes by turning it into a demand to make up for perceived poor support at some other time. Staffers will still try to help out the person, but it can be a lot more difficult to figure out the appropriate response.
Both back items are tied to an act of the original “living story” (act 1 and act 2) of the first Halloween event. If you have the corresponding achievements unlocked, support should be able to unlock the skin for you. They did it last year for my account, as I could prove I had the complete edition before it was lost during the wardrobe introduction.

I also had it unlocked last year, however the achievement was not enough, they also wanted screenshoots of my character completing the achievement (act 1 or act 2), where my id was visible.
I ended up getting it due to other screenshoots of my main wearing the complete book, and link to a forum I posted the image on and then additional evidence that the poster was indeed me.
So it took some work and alot of looking up old screenshoots for me

Wow that sounds kinda ridiculous. Why can’t Anet just use their own API to check my wardrobe unlocks and see that my account does in fact have the book? I can see it on GW2efficiency. They must have their own internal tools to independently confirm it as well. I should not have to rely on 5 year old screen shots that I deleted 4.5 years ago…

Also, near as I can tell, the 2012 Shadow of the Mad King system didn’t use achievements, so it’s not covered in the API. It might just turn out to be something that is a lot easier for the player to document than it is for a low-level employee to research.
If they need to be able to see the burning edition and can’t check your wardrobe maybe make a public key for gw2efficiency and let them use that to check your account.

Actually there was more than one staffer involved in my case.
The first guy kinda refused to do anything.
Then I made a counter argument, and another from support told me to supply a screenshot of my character with the item.
Then a third supporter asked me to supply him with screenshots of completing either of the two story acts (I already supplied a screenshot of the achievements, to prove that I actually took part in the Halloween events in 2012).
Then after a few more exchanges a fourth supporter went through my supplied evidence and then sent me the “Mad Memoires: Complete Edition”.
After yet another ticket one of the other guys that handled my case, then sent me Mad Memoires.
The entire process took 3 days. So be patient when trying to get it back
