Require EVERYONE to Skip Cutscenes
If I want to watch a cutscene, I watch the cutscene. Your solution isn’t solving anything. You’d still be skipping cutscenes because you “don’t want to hold them back.”
If you didn’t skip the cutscene, you’d be forcing everyone else to watch it with you. The current method of delivering cutscenes is perfectly fine, and certainly a major improvement over the system in GW1.

Find a group/guild that doesn’t mind watching cut scenes. In my guild we often watch them…and we’re happy to wait if someone hasn’t seen them before.
If I want to watch a cutscene, I watch the cutscene. I like this better then Guild Wars 1 because people who want to watch it can watch it people who don’t because they have seen it 1 million times can skip it.
When I join a group in that situation, one of the first things I say when we’re organizing is, “I’d really like to watch the cutscenes, does that work for you guys?”
90% of the time, they say yes. Most players seem to understand, especially when I’ve mentioned I’m doing the dungeon for the first time and I want to see the story.
On the odd occasion when the other players aren’t able to accommodate that, I just politely bow out of the group before the run starts. A group that can’t deal with me watching cutscenes is probably not going to be compatible in other ways anyway.
That doesn’t really solve anything. You’ll be still holding people up it’s just now they can’t do anything at all until it ends. Personally I just youtube it after.

Any cut scene where it’s just two people facing each other talking is boring.
Only cut scene I stopped to watch in a dungeon lately is the one about Glint in Sorrow’s Embrace.

Do it, watch them. It’s a silly game after all and people shouldn’t rush you or put pressure on you. Relax and have fun.-
A lot of people in my Guild will advertise for dungeon runs and include, “will be watching cutscenes” or something as well. Most people really won’t care, especially if you give them a warning. It’s much better than being forced to watch the cutscene. At least I can skip and check my inventory or dance or something lol.
Most people you will run a dungeon with that see you in cinema mode won`t say anything. By being in cinema mode most will probably know that you haven`t seen it before and wanted to watch it. I have never ran a dungeon where anyone said anything to people watching the cinema events. So don`t worry about it.
They should include this in the LFG tool , as an option if you want to watch cutscenes .
