Resetting Mastery Points.
Currently there is no simple option to reset and reallocate your points. The only way I think you would be able to do so is to request an account rollback and even that may not be possible if there has been a considerable amount of time since you assigned those points. And that’s only if ANet is willing to even do an account rollback in the first place.
Sorry, Fiddle… but this may be a case of you having to grit your teeth and hunting for the last points you need.
The CS Team would only grant an Account Restoration on accounts that had been compromised by a third party. So, no, account rollbacks to reset points.

Theyve done similar stuff for people before who have asked for it kindly enough. I don’t think OP has that high of a chance but it could happen
The CS Team has replaced high-value items that were lost/destroyed, but replacing characters or resetting points?…I don’t believe so.
Especially, since the Devs (Gaile, specifically) has stated that this isn’t something they offer.
If you don’t want to play PvE any more and especially don’t want to do Fractals you may want to re-think legendary crafting.
They all require a lot of time in PvE and I think they all require doing at least 1 Fractal.
