Q:

If someone hits me, Retaliation will reflect damage back to its source based on characters power. What if an Ele hits me with AoE and I have Retaliation?

Yes, it reflects one tic of dmg for every tic of direct dmg you receive.

Necro in Death Shroud that uses Life Transfer.

Hits 5 people 9 times over 3 seconds = 45 tics of retaliation dmg if all 5 people have retaliation.

As far as scaling, it doesn’t scale with the user’s power, I was pretty sure it’s just a flat amount that scales with the enemy’s Toughness. But it could be the enemy’s Power, I just assumed toughness.

Yes it reflects aoe
Yes it’s based on your own power (13,4power = 1 retaliaton dmg) (gw2 wiki)
